Refund handling for subscriptions, credits and pay-per-use processing will follow the final billing rules configured for the service.

The final billing backend should distinguish successful jobs from failed jobs so eligible failed processing can be handled consistently.

Payment status should be verified server-side before an entitlement, wallet credit or subscription is activated.
